Other than arena chest where do vials drop? I remember they used to be in elites but people say that they aren't anymore...is that true?

Haven't seen or had much luck myself from arena chests and yes they drop at tombs too

Do not even try farming elite planar tombs with the intention of looting vials. The only thing you will farm is dissapointment. Stick to arena and you have MUCH better odds of looting one from a crate.

Yes, sometimes it drops in elite shuyal as well! Best chance is arena though. Welcome to the kick yourself for liquidating vials for 10k club.
