figured it out. under winterboard, if you have summerboard mode off then youll get the ? mark where the weather should be. i turned it on and the weather showed up

note that the weathers not gonna be accurate or even your area for that matter, so just leave it alone

Generally, you have to go into a text file for the program and plug in your area code. At least that is what I had to do when I jail-broke my touch a while back with this.
