There's 2 separate Load outs.
On your inventory screen, the load out tagged as "Equipment Loadout" while on your Vanity section, It's a vanity loadout. Equipment loadouts will only swap gears and vanities respectively, while the vanity loadout will change between vanities and exclude equipments
