I asked the same question in chatbox & received 2 types of answers(LoL).

1. Can be crafted till cooldown ends.
2. Can be crafted anytime till u have the recipe with u.

But, first one is right coz if ppl stack up recipes buying them using tokens we ll be seeing those locks whole year at normal ren'gol locks price in CS

This is a consumable recipe. I think that is telling.

comsumable and doesnt required an essence. so, i think it still can be crafting when the cooldown time has ended

Almost all events crates with worthless items like goblin ones costed with 10-20k more after the event. Now please imagine spider chests who are the only ones who drop mythic weapons . They will cost easily 45k in one week from now. Let's see if I'm right.
