Actually it's best proc of all arcane weapons for mage. Circle don't need to move. Just play and use it smart. If you got new arcane weapon you need new strategy how to use it. Dude its not planar staff just spam normal attack. As well for mana. Mage got tons of mana. Maybe its bug but this staff give you extra very powerful skill. You wanna have 7% mana more or better stat and powerful proc? Your choose

The proc has to move if not in the elites is good for a magician to move much not worth it if you get stopped These mueto and Takes a long proc That Appear When You Have to carry loads that proc Already Dead are not worth much in look

i kinda agree about the mana consumption and the charged time of the staff should be reduced.
Its like a second shield... or third is u have nekro... proc of glint guns doesn't "move with magician". Its just different than Shadowflare. It gives group bonus vs individual.
This isn't "Build-a-proc"...

It would be really nice to know if mana consumption on charge is a bug or not.
If it is not, it is a bad design. If we already pay the charge with mana, why so slow charge? And why such a small radius. It is of small help to the whole team.
STS can you comment is there going to be a fix / buff on the arcane staff ? - bumping -
Mage have low armor/healt/dodge .. spell that cant move isnt help , make spell stay in and spaming pot that is what happen
