mean u must use 5/5 banished set and kill the underhull last boss in elite type whit that set gl on it

That is the sign from the Gate of Cryo I guess.

This boss is nowhere. It's just similar to Warlord Inan'Hesh and it's glintstone icon.

I don’t think he is real but it’s possible he maybe the the boss you encounter when you consume the dimensional elix to get to the other dimension for banished item.

No boss eeh? I was hoping to fight this banished boss lol. Looks like my 2 year efforts went into obtaining the banished set was futile. Stupid me should've spent it on the new expansion gears or leveling up....lol
