These Elder Relic items do not provide procs like other Relic items; instead they have much higher stats and allow for a total of four (4) Blood Forge enhancements (as opposed to standard Relic's three enhancements).
In my tests I found that the Level 46 Relics and the Level 46 Elder Relics play well together - one offering procs and chaos the other offering raw power without the procs.
