In some ways it does. If you had a level 71 green/yellow forgotten item and planned on keeping it, because of how rare and cool it is, it's unfair that now anybody who wants green/yellow forg can get it. I also don't think it does as much as you would think to the black market, because people will still pay irl money to buy in game items.
