Does the second proc give all of those buffs combined at once, or just one at a time?

The secondary 'bonus' proc applies all of those statistics at the same time (one set for PVP, another for PVE).

As with previous iterations of this set, the main proc for the Tainted set gives you one buff from an array of possible power-ups.
