If I was a dev of an mmo I would consider it part of my job to play the game (with other people in pvp) and balance accordingly. There would never be an rng pay to win system in set stats in any gear to keep fights as fair as possible.

My #1 priority for pve players would be a map chalked full of rare very desirable vanity items with a reasonable entrance fee and elixirs to make it easier (for plat). Example would be slayer but x10.
