Can you please give a better description about: Haste stacking diminishing returns are now consistent across all sources
because I really don’t understand what you talking about?

Stacking multiple haste buffs gives you less benefit than the sum of their haste%. You can't get to 100% haste for instant skills. This was already true for energize + ebon armor proc + pet haste, just now also applies to anything else.
You get full benefit of them up to 70% total haste, so there are only a few cases this really affects.
