To be honest with you, none are "active"
PvP has been very dead ever since awakenings and 16arcs were introduced.
The only levels that still have some life left in them are 58-62. But even in those you're lucky if you find a game of 4+ players.
It's the sad truth. I wish It would be the old days when 7-14 was full of life but it just isn't the same now.
