I'm total noob at PvP and know that sorcerer isn't the greatest class for PvP. Though I'd love a full build that works well in something team-based like CTF (Skills, Passives, Masteries, etc.) -- thanks!

for team fights and clashes I recommend curse,light,shield,heal
for 1v1 situations I recommend ice,light,shield,heal
since in honor CTF you're mostly clashing in groups go with the first one.

don't use light, in honor u need stuns. fireball or gale is the best

Is Honor PvP active?
Mastery is really cool because even curse goes off when mage use gale with mastery, but the the problem is that gale can't stun if the enemy has the buff of rally cry on, and mages should stun as many time as possible in a clash. So in that case fb is more useful.

Thanks for the feedback all. I've had ups and downs with FB, Curse, Shield, and Heal. It always depends on teammates. Obviously, I'm always out of luck when I encounter 1v1s with other mages. They tend to utilize lightning which makes a key difference.
Fireball, Curse, Shield, Heal.
Thats all youll really need... and the only passive you dont need as 5/5 is speed. waste of points.

shield - no pushback
heal - 5/5
Masteries youll want curse at 10/10... now will leave u 16 points left... can do 10/10 on shield an 6/10 on fireball or other way round
After that its all about practicing your timing... so for example with a 1 on 1 with mage... use curse only after their shield runs out. agaisnt war wait till their heal shield runs out, rouges try using when they put up the razor shield
when in clash 3v3 on honor, same again just stick to fireball an normal attack, shield at start but as u get better can shield a little later so u go in fireball first then shield afterwards... usually war will do a heal first... once that runs out, keep an eye on your rogues health and then use your heal when the rogues hp is dropping to keep alive... by then shield will be nearly back as well an so will curse soon enough again, always using fb charged when possible too meanwhile.. but main goal is to keep rogue alive if you wanna go for the win
war heals first.... then mage..... then war... etc ... an it keeps going in that cycle usually but thats all for mostly in honor

Different builds for clash:
Attributes:
Either full int or around 30-50 points on str for the extra hp and rest on int
Fire/Curse
Skills:
Fire(5/5), curse(5/5), heal(5/5), shield(5/5)
Masteries:
Shield(10/10), heal(10/10, fire(10/10), curse(10/10
Passives:
Knowledge(5/5), dmg(5/5), might(5/5)
Wind/Curse
Skills:
Wind(4/5), curse(5/5), heal(5/5), shield(5/5)
Masteries:
Shield(10/10), wind(10/10), heal(10/10), curse(10/10)
Passives:
Knowledge(5/5), dmg(5/5), might(5/5)
Note:
Don’t use the speed upgrade on wind, as for the pushback on shield I find it useful as it pushes the lead back and opens up the dps.
Other than that just gotta work on sense play and timing
Khan already noted that gale doesn’t stun while the other team are under the rally cry buff but it’s still a good skill to use...there’s always the charged basic stun. 12secs of the buff should be up and you got them open for stuns.
