arcane Amulet 76 need a little bit fix this item

im using this amulet, i just see little effect visual active

but nothing effect from 25% haste,

Maybe this item needs a little work, so it's 25% haste more useful

i hope this item good for ppl later,

no one use this item, bcz he didnt see effect visual and buff haste from this arc amulet 76,

25%haste is more than enough haste buff, any more would make it unbalanced, as for the proc effect I haven't seen it just yet so can't say anything.
Also if not many ppl is using this amulet is because it's still rare, not many players can afford it yet so makes sense that u don't see players using it.

I wore the amulet in Rogue, but it was the same as if I could not feel 25% haste of the amulet,
