Based on what you're describing, a few things come to mind:
1. Your opponent's position isn't perfectly in sync on your client and you are looking at their interpolated position (but on the server they actually picked up the boost before you did)
2. The pickup radius for boost is smaller than it should be and you didn't actually pick it up even though it looks like you should have
3. Your car was on one side of the powerup (but not close enough to pick it up) in one server frame and the next server frame you were on the opposite side of the powerup (but not close enough to pick it up). I'll see if this is possible based on how fast your car can move in combination with the boost radius.
