Guild functionality hasn't been released yet in PL (should come soon though).

You can create a guild on the forums (List of members and such) but there is no guild functionality in game at the moment. (Also there is no reason to say 'up!' after every post lol)

The forum version of guilds is called a Group. He's using "up", but he means "bump".

As said, there's no guild functionality in game yet. So, yes, guilds basically only exist on the forum, and there's no way to see ig if somebody is a member of a guild or not.
