You are correct about this, the tell visuals are done at the wrong time. He should display the circle, wait 2 seconds, and then hit. Right now, he waits 2 seconds and then displays the circle and hits at the same time. I'll get this fixed.
The target range matches the circle. If you're outside of the circle, you won't be hit when the circle display timing is fixed.

Made a couple of changes that should both decrease the distance you need to move and increase the time you have to get out of the way:
* Decreased affect range from 12m to 10m
* Increased time from tell to attack from 2s to 2.5s
This will go live the next time we update the server (sometime before Thursday).
