Restored Heroes Armor aps for Hardcore characters

This is the only achievement currently in the game that requires looting items to be able to complete, which is hard in itself because they only exist in Elite Golden Pirate and Warchests and the chances are really low. Let alone looting the one for our class, which need insane luck. I don't think any hardcore player completed this. Can we get an option to be able to switch them for the desired class through craft? Maybe a slight increase in drop rates for hardcores? It would make it slightly doable.
