Spawn and distance issue.

I was doing some missions on Delta 7 and the Vular just seemed to pop up out of nowhere. (I know they spawn out of the vents.) but theses ones were literary just showing up out of the blue. Also I was like forever away from them and they kept hitting me. I was well outside there melee range and they still pelted me.

Sounds like a form of lagg, almost like the action of them spawning and moving towards you got Lost somewhere, but since in the server they still count as next to you they can attack.

Something I first noticed in Delta-7, and again in some places in Numa Prime, is that there seems to be an anti-rush hack, where certain enemies will be activated by a trigger further away than you'd expect and basically slide over there really fast. In Numa Prime especially, you really need to study where the trigger points are if you're going to solo.
