Well what level are you? It's hard to find games at lower levels often, where most people are interested in leveling up. It's easier when you reach the cap, though right now there is a bit of a lull in PvP play for max-level too, I think because people are still busy gathering all the best gear

BTW, something you can try is to go to town and ask if anyone in your level group wants to play PvP. A lot of people get games going that way.
