This elixir has no effect on level 1 charwhich I have opened for a period of 4 hours/4 elixirs. Maybe you can add a description of this elixir, it can apply to certain levels.

I just verified that the Halloween Farmer's Elixir works with level 1 characters. You roll on a special loot table when a Halloween boss is killed in Spooky Woods. Is there something more specific you're referring to?

I only got the Greater Pumpkin Chest during several Run Events. Is the drop rate for other items really small? because when I tried with a different character (level 86) at least I got mythic bracelet/xp pet/speed hour. I wanted to try my luck with low level char, because my friend who plays low level pvp dropped a Morti Shard Gem

So, there is different loot depending on level for the base boss drop, but there is a bonus loot table roll on an additional Halloween Farmer's Elixir loot table when using the Halloween Farmer's Elixir for any level using the same drop rate and it drops the same items.
When boss dies:
* Drop level loot A from boss loot table A
* If player has halloween elixir, give chance to drop loot B from halloween elixir loot table B (this has the bracelets, Shard, etc.)
From what I understand of your question, there should be no differences and you should be able to loot bracelets and the Shard when level 1.
