From left to right you've got:
- Cooldown timer for the Star Beast item set bonus.
- Activation timer for the Star Beast item set bonus.
- Cooldown timer for a Belt item (guessing it's the Kraken belt).
The Star Beast item set is the only set that has a 'set proc' right now - so I am pretty confident of my answer :-)
In the future there may be other item sets that proc, and they are likely to use the same identifier on your display.
