Impermeable set

i have craft the set but when finish craft it have only gave me the helmet?

is that a bug?

You don't craft the set; you craft the helmet and the armor separately - and each one counts towards their respective quests.

After crafting the first piece return to Dahl and get the next quest. Collect the reward, craft the second piece and you should be good to go.
