Implementing 'useful gear' drops in maps is 1 quick way to ruin the entire economy of those items. Why? Because the tryhard endgame 20 hour grinders will flood the market, and they will benefit the most, not the poorer and lower level players, making the method bad once again and starting the cycle anew.
The only way for lower level players to profit from events is to make some tier rewards tradable, or implement a system STS did when they released the Gold Makers' Jewels: daily quests giving currency, and after X days you could buy a valuable item.
