Buff Proc Blood

For STS, we know this Blood Set is for elemental can we get buff from Proc Every Blood Item like +25+50 Elemental Damage, actually now STS makes Proc for Base Damage not Elemental Damage. Like Elemental set you know guys ,Thank You
