Elemental damage and Elemental % damage

Does the Elemental % damage scale off your total base elemental damage or your normal damage?

Example:
If I have 18 cosmic dmg from cosmic beast armor and inserted a Goblin Void Stone (5 primary stat, 5% cosmic dmg).
Is the 5% cosmic damage only 0.9?

Idk, but from my observation it doesn't seem to scale on flat element damage..cuz i have 240 nature dmg and i add 3 wild stone = 15% nature dmg and i check it still 240 nature dmg ..it only add at the nature % damage not increasing your flat element damage

Ofc you don't see addition on flat elemental, cuz they wanna track both separately. If flat increases with % in /stats then u won't know the real flat damage without % increase.
