Add Force Start to events without passwords

Simple, if someone hosts with or without password allow them to force start the map instead of requiring 5 people

This is purely because it is not always easy to get 5 people into a game if not many are on or are running with others and a password seems Un needed sometimes

It gives people the ability to join and play as a full team in public should remain that way
