How do I get into Fetid Halls?

I have to do the quest Breaking Containment and I'm pretty sure that is in Fetid Halls. The portal won't let me in in Roach Motel.

Unless there's an open instance from the Join Screen, you'll also have to get the daily quest from Hazmat Investigator in Towne in order to get through the portal inside Roach Motel.

You need to get the quest first from Hazmat. Then start an instance of Roach and go in. Then go to the decontamination unit, do the quest, and then get the shielding. Kill Dr. Noxious. He can be soloed, although you may die the first couple of times you try.
