The game Fire Emblem has a very, very simple method: a pre-packaged loooong list of numbers, between 0 and 99. there was a way in game to find out if the next number was above or below 49, critical knowledge for stat-boosting and battles.

Now, i would wager that STS' system is NOT just a long list cycling thru the numbers, and might be based on the server time or something. If they are using tiny measurements, then yes it might as well be impossible to replicate results.
