GoA and other suggestions that involve naming other people should be made in PMs to the devs. When you do it publicly you put the devs in an uncomfortable position. They can't respond in any way because it's a Catch-22. No matter what they say it will have a bad response. But the lack of response also creates the impression that they are not listening.
Since what you want to do is call attention to someone's contributions, put together a list of detailed things that the person you are recommending has done. Look over the list of things that they have said qualifies one for Guardian and then set out to prove that this person meets all the conditions.
And like I say, do it back channel. It is just not convincing if you do it publicly. It could be guild politics (if I recommend my guildmaster, he'll make me officer) or the result of a bet (whichever of us gets a pink first will recommend the other for guardian), or payback (Snakespeare powerleveled me so this is how I say thank you). In short, it's not convincing.
If it's real, then it doesn't have to be public. If it's not public, it is actually more believable.
