Can't worry about shrines at my level. I can only make about a mil a day. When I get some sun/moon/rainbow/panlongs I'll try and strategize for money. I'm just stocking up nfood atm. I got about 4 or 6 dragons on Lv 10 with the others at 7 save for the grass types. Aren't shrines expensive? I have.. 3.3 mil or something left since I keep blowing it out on food etc.

Regarding your park
1) I'd say you're wasting too much space. You have paths which are three thick. Group habitats together according to element, and use flags to indicate those groups. Check my park (I'm Zakalwe42) to see what I mean
2) Your paths are slightly mix-and-match. I don't know whether the square of Brick Path is intentional, but I'm not sure I like it. I'd be tempted to save up until I could pave an entire island with one type of Path.
3) I have one island devoted to utility buildings, like the Colosseum, Fountain of Youth, Breeding Cave etc. that has Golden Path so I can distinguish it from my standard islands, which have Marble Path. My rares island has Golden Path too

Same as sun (bluefire/crystal)after sun hatched I tried for a second and got moon. I heard breeding love with panlong would get me another panlong. Anyone try? I want to fill the eart habitat with them
