I think it is purely because it has a vampire theme, but I agree, the game should have a lower rating. On the android market, it doesn't say a age, it says "High Maturity". This could mean 13-17+. I don't think there is anything that would make it 17+, apart from the theme.
A bunch of the female underwear and top pieces are revealing. The chat is unrestricted. Also one of the maps I believe the monsters curse at you.

I really don't see the point here. I know for a fact that there are people under 17 playing this and nothing is done, so have at it.

As for the age thing, you can't stop younger peoples from downloading the game and playing. It's beyond anyone's control so the age thing is pointless IMO.

Unrestricted chat, revealing outfits, strong language, blood gore, mild sugestive themes, and because they want it to be. Btw its 18+ if you go to the home page the scrolling image of dark legends has a small caption at the bottom right corner which says so.

Why would you bring this up again? Each market has their own restrictions. If you know you're underage but still playing, why complain at all? Just let it go. Jeeze..

It's meant to stop the completely honest children that will see it and not play. Because some children know they should not play a horror genre game, as most parents know their children should not.
But mostly is is meant to be a disclaimer. This way if there are complaints from angry parents, it can be said "hey, we have a age limit and it is clearly posted". There is not a whole lot STS can do to enforce the restriction, but it is meant to cover them more than anything else. And my guess is if a parent complains, the account will be closed by STS with a "thank you for bringing this issue to our attention" letter.

Funny thing is that they say its 17+, but the "cool" vampire theme will probably have a greater wow factor for the younger folks
