That's fine because that is the result of running a lower level character through higher level content (All the new campaigns are level 26+ monster levels), compared to the locations that Stone Armor Helm has been found that supports levels 14 or so through 30. In this spread you need to be at least 26 in order to have a chance at the helm in the locations you guys have found it.
