You aren't referring to Global Cool Down. You're referring to a guy named freeusfromgcd. The most obnoxious, prideful, perverted, annoying guy I ever knew. But he was DANG good at pvp. I think he's still on the leaderboard for most kills. The reason people bring him up so much is because of his attitude, and his skills.
Skills at multitouching with an iPad pressing 5 skills at once why do u think he quit after GCD to save himself embarrassment <3

Well when it first was introduced it was realllllly bad
I mean in pvE it like triple the average run time
I didnt pvp much but obv it was catastrophic
The change was so drastic, honestly probably the biggest change ive seem while playing
