ELITE ITEMS LVL76, Will there be procs?

So I got a new Elite staff and then realized they were no procs....

Please tell me there will be procs added..

The only elite weapon worth getting is the bow. The hammer needs 300strengh to equip lol, anyway I know theres a class right now that does very well as pure strengh. And the elite staff... 50%+ of int mages are gone, most are str/dex or str/int and as I said above you need 300 base stat to equip. The most benifited from elite weapons are birds since they are known for beign pure dex. I hope they reduce the base stats to at least 163 and add more dmg to the staff and hammer.
