You need to sacrifice one of your pet in the holy fire of kraag.
Then the Demon Lord will spawn and you can offer a back rub to get him to drop his armor.

On a more serious note I believe they drop from Elite Golden Banded Chest, so try your luck with these. I am unsure if they can be lone drops.

What's the point? Exact same stats as level 20-21 elite drop from jarl chests... look cooler, but now that vanities are out...

From a good guildmates of mine, it drop from Elite Banded Chests.
He got his in Elite Banded Copper. It needs luck and it looks cool. =)
