What skills deserve L9?

What should I do now that I'm able to upgrade my skills to level 7-9? Get the rest of my skills to level 6 or are there certain skills for certain builds that I should max? I'm asking for use in PvE but feel free to give opinions on PvP builds too.

Also would like to get peoples opinion on mana shield and what is the highest they'd make it. Someone told me that it's a waste to put more then 4 points into it. Is that true and does it go for all enchantress builds?

Invest 9 skill points on buffs except mana shield

Thanks for the reply. Can you or anyone else explain why not to invest more points? Sorry but I have to ask for people like me who can't afford to throw platinum around. And it's always always a plus to you know why something is done.
