It's intentional, just meant for being able to pass over rare items that you find and would rather have on a non-hardcore than risk on a hardcore.

Honestly, I don’t get why we can’t make use of the gold that we worked hard for in hardcore for our other characters. There is not much useful things we can buy using gold in hardcore mode. So I feel now that its just going to waste.
