To resize, the best way is to use photobucket (in my opinion) and resize it through there, photo editing softwares such as Gimp, and Photoshop should have one built in. As for compressing I'm not familiar with doing so, since I usually just resize the image. For questions piers can't answer, Google always helps

Make note the file only has to be smaller than one. Not both.
