Why do people suggest using the 1 crit 9 damage ring over the 2 crit 8 damage ring? I feel like an extra crit would be more beneficial than an extra damage.

Because you don't always crit. More base damage gives you a 100% that you'll hit that instead of relying on lucky crit. And 1 crit doesn't do that much imo.

Dont you mean extra damage?? Because 1 extra crit isnt going to increase your crit chance much. Whereas 1 damage could be the decision between life or death.
