Yes would totally recommend lvl 23 pvp, I played 21 twink but all moved to 23 so I moved with them but I had to sell and rebut gear in big gaps as I was struggling for money and needed to invest on one character but hopefully I can afford it again, probably can't but oh well, I played rogue and warrior, both fun , haven't tried Mage but it was at 21/3 where I learnt it all I was practicing all day lol m I was hooked and it was so fun until tarlok and gems came out, people would have op gear and they one bang so I quot lol, saved for better gear and came back , then sold, then came back as a warrior
My rogues were called : iepeazebas and pvrouge
My warriors name was : pvwarr
i am going to love farming 23's as a 25 rogue lel

I strongly disagree also, mage at any level isn't easy. Just be smart about things and you can play mage. It isn't for someone who just spams skills and expects to get kills. On the other hand it's an extremely fun class to play, besides that we're the cutest thing in the game and who doesn't want that xD
