Unless android beta was different
I couldn’t have gone from 1-21 on the first day of release (I did) if 16 was cap

I specifically opened founders crate on lv 16 because that was pl’s 1st cap


****Edit- oh I see the confusion now, ppl are basing it off banners not level cap

First banner was for level 16 first level cap for iOS was 21
