Cinco sir I've another question about the phantom set . The set gives 2x speed by default but you said that the buff will give an additional 3x speed . Will the speed bonus stack and give us 5x speed when the special proc is manifest?

No. It's standard effect is 2X and when the buff kicks in, it becomes 3X.
Neither of these effects will stack with existing Elixirs.
