It means that when you auto-attack an enemy 100 times, your attacks will miss 15 times. It has been a known fact for some time.

This only goes for auto-attack btw, skill hit% isn't capped

Ive pvped for 2 years and this never occured to me, now exp seems better but maby stomp will stay important.
