Justg confirmed 3 times they will NOT be bringing back PREVIOUS lb vanities award or recolour them to sell at store or as Lb vanities. He said they want to bring new stuff now. So yes, i would say it is pretty safe to expect them not to return again. I really wanted Ice Spirit set

Justg actually said these vanitys won't be able to purchase by straight store for platinum, he said that it is going to be at the token vendor's shops (at the events)

Out of the context of the thread, but to answer: They said NO to get any previous LB rewards as it is for sale or reward.
Though there is no explicit answer given to recolored/modified versions of them. (kindly pm me the link to the post if you think this is wrong).
