Plat refund please!

I recently purchased an upgraded character for 30 plat hit lvl 6 and decided to delete and rename. Low and behold I had to pay 30 plat again? I feel I deserve a plat refund on account of I already paid for an upgraded character so why would I need to pay again? If that's the case a warning should pop up or something... Is this a simple fix or do i need to email support?
