Default can't scroll-up in update log

I'm not sure how to call the screen, but it's the main screen after logging in. In the top right corner there is box that displays the last update info.
When you press this box, it toggles the update history. I can't scroll up, because it toggles the update history instead. Scrolling down work fine, it it won't effect the logout button laying underneath.

In pocket legends, I can see the update log and scroll, but on star Legends I can't scroll down at all. I can only see latest update message
