I did tons of runs just for this PEt and then its 120 Plat. -.-
I know STS wants to earn money but THIS is way too expensive.
I guess at least it's cheaper than the other vular pets, but IMO those are way too expensive, too. Seriously, 200 plat for something that's not even tradable? I've never played a game where they're all like, "OMG PLEASE BUY OUR STUFF IN THE STORE (but when you get tired of wearing it and wanna get rid of it sorry you can't it's just gonna be stuck in your inventory forever because you can't justify trashing something you paid real money for)."

A veteran who cannot let go the glorified Legends days.
The Dr usually appears at the end of the secret room, which is after you've completed the whole Hive map. The chance for gaining access to the secret room is pretty low.
You can also try joining completed games to access the secret room :P
