Hello, my 15 mage is named Bananakabob. I'm not the best, but I am pretty good.
I have a separate build when it comes to fighting other mages.

I. Stats:
I use full dex, but int can be mixed in for regen gear/regen loadout.
II. Kite Build (I use this against bears a lot)
I use fire, then frost, then heal to get out of bear stomps. If the bear gets me low, I run and heal to at least 3/4. Use fire, drain, ice. Repeat this (Second build - sometimes you can get close enough to use lightning because the high heal) When Rage runs out get close and use a rotation that is fit for you (Make sure you can get the combo which is ice then fire). Experiment on skill points and see what you like best.
*If drain and fire both crit, the bear is pretty much screwed. Just kite some more and they will be dead* KNOW YOUR RANGE! An anti bird build will probably be the second build (Need High heal to mitigate dat burst 
)

III. My Mage Build (I used this before Fbows, not sure if viable now, but still works.)
So, what I do is switch rotations for every fight. I usually use a specific rotation against certain people that works the best. Some rotations include light, drain, ice, fire. Usually this will get you the combo. Another I use is ice, light, fire, drain. I use other rotations as well. Experiment and see what works for you best. To get mages that try kiting you, they will probably use fire then frost. Simply use lightning, heal out of any freezes, then use fire, ice, drain. The ice close to the end will prevent them from running because they usually waste their heal just because your damage.
*YOU MUST, I MEAN YOU MUST heal out of freeze. Whenever you see that icey thingy, heal, but don't do it too quickly or else you'll heal before the ice even hits you.

L.15 Purple/Pink Paw (Pink is better of course!)
L.15 Purple/Pink Pumpkin Chunker
L.15 Purple/Pink Forgotten Bow
V. Loadouts:
Armor Loadout: L.15 Artisan
L.10 Sniper Helmet
L.15 Purple/Pink Paw
L.15 Sniper Wing
High Armor Ring
This is a defensive load out. Better against hard hitting classes/people.
Crit Loadout: L.15 Expert
L.10 Sniper Helmet
Weapon of Choice
L.10 Sniper Wing (If you're using a 1hander)
Dmg/Crit Ring
This is just the normal nuking gear I use.
VI. Face:
Personally, I use the angry face on my mage for the extra crit, but on most of my other characters, faces are just for looks, so it doesn't matter too much. 
Remember: Having a certain face isn't needed to be successful.
