Who forces you to go pure for every attribute? The str/dex dual is propbaly the most common and most effective build PvP and PvE wise.
At <30 pure dex is good. Pure str doesn't really work because you can't tank when you can't cc and hold aggro (at 50 with rift set pure str is okay tho).
I'm dual specced on every one of my bears with min str to equip gear, rest dex. That's at least what any PvPer would recommend.
